Bond Ladder vs Annuity vs Dividend Income at 66: How a 3.6% COLA and Rising Rates Change Your $44,000/Year Income Floor on $1.3M

You're 66, you have $1.3 million saved, and you're staring at a number: $44,000. That's the gap between what Social Security will pay you and what your actual fixed bills cost every year — the mortgage-adjacent stuff, the health insurance premium, the property tax bill, groceries. Everything that has to show up whether the market is up 20% or down 20%.

The question isn't "can I afford retirement." At $1.3M you almost certainly can. The question is: which $700,000 slice of that portfolio do you dedicate to closing the $44,000 gap, and what do you build it out of? A bond ladder, an immediate annuity, or a dividend stock portfolio all claim to solve this. They don't solve it the same way, and which one wins depends entirely on your health, your tax bracket, and how much you trust the 2027 rate environment to hold.

New CPI data has pushed the 2027 Social Security COLA estimate to 3.5%–3.6%, the highest in three years. That's real money: on a $2,600 benefit, a 3.6% COLA adds about $94/month, or $1,128/year, automatically, with zero market risk. It's also a reminder that the SS portion of your floor is the only piece of this puzzle that's inflation-linked by law. Everything else you build has to either match that or accept erosion.

At the same time, inflation data is pointing toward at least one more Fed rate hike this year. Higher rates cut two ways here: bond yields go up (good for a ladder you're building today), but they also mean SPIA annuity payout rates — which insurers price partly off Treasury yields — tend to be more attractive right now than they were 18 months ago. If you're going to lock in a rate-sensitive income stream, doing it while rates are elevated rather than after a cut is the better sequencing move.

Notice something: only the life-only SPIA and the bond ladder actually clear the $44,100 target in year one. Why "which one is best" depends on your health, not your spreadsheet

This is where actuarial math, not portfolio math, decides the answer.

SSA period life tables put average remaining life expectancy at 66 around 17 additional years for a man and roughly 20 for a woman — but those are averages, not guarantees. Roughly one in four 66-year-olds today will see 90. The bond ladder above is built for 25 years, to age 91. If you're in that top quartile for longevity — good family history, no chronic conditions, non-smoker — the ladder has a real chance of running out while you're still alive and still need the income. At that point you're back to funding the gap from whatever's left of the $600,000 growth portfolio, at an age when you have less capacity to absorb a bad market year.

The life-only annuity solves that specific problem by design. Insurers price it using mortality pooling — you're effectively betting a portion of your capital that you'll live a long time, and the insurer pays out for exactly as long as you do, funded in part by the pool of policyholders who don't live as long. For someone in good health with longevity in the family, that's not a gamble against the house — it's the cheapest way to buy "guaranteed income for however long I live," full stop. For someone with a shorter expected horizon or significant health concerns, that same pooling works against you, and a bond ladder or dividend portfolio that preserves principal for heirs is the better trade.

The dividend portfolio is the outlier in this table because it isn't really solving the same problem. It doesn't clear the income floor on its own — it's a growth-and-income hybrid that works best as a complement layered on top of a guaranteed floor, not a substitute for one. The oil shock and the inflation case for COLA-linked income

The recent surge in oil prices tied to the Iran conflict — and the resulting spike in shipping and freight costs layered on top of existing tariff pressure — is a live example of the kind of supply-side inflation shock that fixed-nominal income streams handle badly. A 25-year bond ladder paying a flat $47,700/year looks generous today. If energy-driven inflation runs hot for even two or three of those years, the real purchasing power of that fixed payment erodes in a way the COLA-adjusted Social Security piece of your floor never will.

This is the practical argument for weighting more of your $700,000 toward TIPS (inflation-protected Treasuries) within the ladder, or toward the COLA-rider annuity, even though both start with a lower headline payout than their fixed-rate counterparts. You're paying for inflation insurance up front in the form of a lower Year 1 check. Whether that trade is worth it depends on how much of your $44,100 gap is itself inflation-sensitive (property tax and health premiums historically outrun CPI; a fixed mortgage payment doesn't).

The Social Security solvency question you can't ignore in a 25-year plan

Any income floor built to last into your 90s has to account for a policy risk most retirees underweight: without legislative action, the Social Security trust fund is projected to hit a funding shortfall in about six years, which under current law would trigger an automatic benefit cut of roughly 20-23% for everyone, not just future retirees.

There's now genuine bipartisan movement toward raising or eliminating the payroll tax cap on high earners as a fix, which — if it happens — would materially reduce the odds of that automatic cut landing on your $31,200 benefit. But "genuine bipartisan movement" is not the same as "passed law." If you're building a 25-year floor around $31,200/year of Social Security income, it's worth stress-testing what happens to your gap if that number drops to roughly $24,000-$25,000 for a period starting six years from now. That shortfall would need to come from somewhere — most likely the growth portfolio you'd otherwise leave untouched. One more line item people forget: obligations that don't retire when you do

If you're still helping fund a grandchild's or adult child's college costs, note that private school sticker prices are now regularly clearing $100,000 all-in, even as a growing number of those schools sit in real financial distress and cut merit aid to stay solvent.
